He was good by Savior standards, but compared to Rick's people, he was a common crook, not deserving of anything more than a bullet to the leg.
Just like Simon wants to kill all people in hilltop, ​and Negan got angry during their meeting because for him, people are a resource. If someone had cross the line on his rule, he wants everyone to see what's gonna happen for those who disobeyed the rules. the other idea i have is, ​​​​​Gavin is just a coward, coz i think he's affraid to kill someone. As you can see during their raid, he doesn't want to kill someone in the community, he just wants "The King" delivered to Negan for punishment.

gavin and gregory had two of the worst deaths of the entire show, despite being bad guys. i counted on gavin to capture ezekiel, so he'll be the new right hand man. and i wanted maggie to die, so gregory will gain his leadership again.

if gavin tolerated him, he would've also hated everyone in the kingdom, but jared's bad deeds made gavin begin to have doubts about being a savior again. he didn't ask to be dead, and his death nearly the worst of all season 8. if he got ezekiel to negan, he could've been the new right-hand man
