The following is a list of all the different background survivors who remain unnamed living in Woodbury, Georgia. In the novel The Fall of the Governor it is shown that only six Woodbury soldiers survived the assault on the prison and only the elderly, women and children remained in the town. Many of the unnamed survivors seen in the comic have been given identities based off of the descriptions of characters in the novel series. As of Invasion, all unnamed survivors who were living in Woodbury have died.

See Background Survivors (Comic Series)#Woodbury, Georgia for other notes, as well as for more background survivors of various factions.

The Governor's Victims

Non-Canon

Note: These survivors are considered non-canon due to the release of the Novel Series. When Volumes 5 to 8 of the Comic Series were initially released, the residents were drawn with little consistency as they were simply background extras. A majority of Woodbury's residents weren't named and the population was unknown until the release of the Novels (this is why several named Woodbury characters' appearances differ significantly).

Despite their appearance, the characters listed below are too undetailed and minor to be considered their own and are each likely one of the many named survivors living in the town.

Woodbury Resident

Man with long hair, a hat and plaid shirt.

Note: This character looks identical to Raymond Hilliard. Before the novel series was released, this character survived the prison assault, however since being identified as Ray and with him being killed prior to the final prison assault: any subsequent appearances of this background survivor aren't the same character as Ray and can be considered non-canon.
