Beta’s best friend is a survivor of the outbreak in AMC's The Walking Dead. He was very close to Beta before the apocalypse.

He survived alongside Beta for some time in the apocalypse. When he died, Beta kept him locked up as a walker.

This zombified man is being kept locked up by Beta, possibly as he doesn't want to lose his sole reminder to how life was before. After Alpha kills this zombified man, Beta takes the upper half of his face to use as his mask. He also takes his shirt and wears it as well.
