Bill is an antagonist and a survivor of the outbreak in AMC's Fear The Walking Dead. He is one of the members belonging to Leland's Group.
Pre-Apocalypse

Nothing is known about Bill's life before the outbreak. He may have lived in or near the state of Texas.
Post-Apocalypse
Season 4
"What's Your Story?"
Bill and his fellow bandits attack Morgan and hold him, and John Dorie, at gunpoint. However, Althea arrives in her armored truck and frees the captive men.
The next morning, Bill and his comrades find where Althea, John, and Morgan were camping the night before. He surrounds Morgan and John and holds them hostage, but he then smacked in the face by Morgan's stick, knocking him unconscious.
When the zombies break out of the locked trailer homes, he is eventually devoured as he lays unconscious.
