Charlie Banes is a character first encountered in The Walking Dead: Rise of the Governor. He is a homeless resident of Woodbury who is encountered by Brian Blake before he becomes, "The Governor." He is described as having a long white beard and wrinkled eyes, and portly old.

Charlie is seen along with two other residents from Woodbury. They are all presumed homeless. Charlie gets confused when Brian Blake asks if they have biters in the area. One of the other residents informs Charlie that Brian means the dead things.

The Prison AssaultEdit

During the second and final assault on the PrisonBilly Greene throws a grenade at a car, tearing shrapnel off the vehicle's front end, punching through Charlie's body, and apparently tearing a chunk out of his chest, causing him to hurl backwards and landing into the weeds.

Charlie is killed when Billy explodes a vehicle, sending jagged pieces of metal throughout the air and tears a chunk of Charlie's chest, killing him.
