The Civic Republic Council, or CRC, is the civilian directory government and ruling body of the Civic Republic of Philadelphia. Whilst a powerful entity in its own right, governing over 250,000 survivors within an apocalyptic world, the CRC from the fall in 2010 up until 2023, was deceived and manipulated by the Frontliners, the special operations force of the Civic Republic Military. The deception would result in the mass-murder of tens of thousands of survivors across the unionized civilizations with the Republic because of the CRM's strive for continental superiority. However, as years went on, protests for transparency within its walls, rebel groups, and uprisings, would ultimately shine a light, enact reform, and lead to full control and oversight of the CRM. As of 2023, the Civic Republic Council's military reform has converted the Republic to a complete safe-zone, shifting to engaging with, assisting, and welcoming all survivors and communities out in the apocalyptic world.

Season 2: World Beyond[]

"Quatervois"[]

While reading the Civic Republic Tribune, Dennis comments that civilian oversight of the military was always going to happen. Part of the Founding Compact was that it would happen in ten years. However, no one knew what ten years later would look like. Dennis thinks that after the destruction of Omaha, they are back at square one. Huck wonders why the civilian government is pushing for it so hard when they trust the military and Dennis tells her that while they should, there has always been friction between the military and the politicians, but they've all bought into what they're doing. However, Huck is no longer quite so convinced about what the CRM is doing.

"Blood and Lies"[]

Dr. Lyla Belshaw tells Hope and Iris Bennett that the Civic Republic's civilian government has no idea what its military does outside of the city's walls. Dr. Samuel Abbott threatened to tell the Council about what the CRM was up to, so they made sure that he never would by turning Samuel into one of Lyla's zombie test subjects.

"Returning Point"[]

Huck tells Leo Bennett and Felix Carlucci that if their plan works, she hopes to get back to the Civic Republic of Philadelphia and let the civilian government know what the military's done, maybe with Dennis' help.

"The Last Light"[]

Huck and Dennis discuss their plans for after they destroy the Chlorine Gas. Huck states that, after they blow up the chlorine gas, they can haul ass to the Civic Republic and expose to the government and the press what the military's done. Dennis calls it details, but Huck worries that even if they get in and find their way to the right people, that they might not be believed. Dennis reassures his wife that if anyone can pull this off, they can and they will take what they've got and make it work. Wiping away tears, Huck agrees.

When the Endlings arrive with the C4, Huck tells the group that the people inside of the CR don't know what their military's been doing outside of their walls and they need to. Huck and Dennis are going to see to it that they find out. Silas decides to stay and help as they are going to need someone to help them get to the Civic Republic and they need to get there and warn everyone.

After the destruction of the gas and the death of Huck, the mortally wounded Dennis reveals that both he and Huck knew that Dennis was never going to make it and were just pretending. On Dennis' urging, Silas reluctantly kills him to make Silas look like a hero to the CRM, but Silas promises to find his way to the right people in the government and expose the CRM's actions.

Season 1: The Ones Who Live[]

"The Last Time"[]

As a part of the Echelon Briefing, Major General Beale tells Rick Grimes that the CRM will use the upcoming destruction of Portland, the Civic Republic's last Alliance partner, to declare martial law over the Civic Republic. The CRM will then do away with the Council as the stakes are too high for freedom.

After the events at Cascadia Forward Operating Base, Rick and Michonne reveal the truth about the CRM's atrocities to the Civic Republic Council. A Civic Republic newscaster reports on the wide-ranging ramifications of Operation N1W and Rick and Michonne's exposure of the CRM's atrocities. With the demise of the entire Frontliner force and CRM Force Command, including Major General Johnathan Beale, and the shocking revelations regarding all of their operations and activities, the Civic Republic Council voted unanimously for emergency oversight over the remaining forces of the CRM. The CRM's command hierarchies and layers of operational secrecy indicates that infantry units didn't participate in the atrocities perpetrated by the highest levels of the CRM, providing hope for immediate reform of the organization. In another stunning vote by the CRC overturning CRM guidance, free movement has been established for the Civic Republic. Citizens are now allowed to leave at will and the city will welcome new citizens as they arrive. With oversight of the military in the CRC's hands, the CRM's priority has shifted beyond the Civic Republic's defense to engaging with, assisting and even airlifting any survivors or communities that they may encounter.
