The Civic Republic Military Leadership Summit is a summit of the leadership of the Civic Republic Military to commemorate the opening of the Cascadia Forward Operating Base.

Prelude[]
Lieutenant Colonel Donald Okafor, as a part of his plan to change the CRM from the inside out, places Rick Grimes and Pearl Thorne in charge of the team converting an abandoned college into a forward operating base for the Frontliners where the summit will take place in one year. After months of work, Rick agrees to join Okafor's plan just before their helicopter is shot down by Michonne and Nat, resulting in the deaths of Okafor and his men and the reunion of Rick and his wife.
After receiving the Echelon Briefing, Thorne tells Rick that the CRM are accelerating the schedule and a lot needs to be done before the summit. Thorne reveals that Major General Beale told her that every CRM commander is going to be there, every senior officer, decision maker and the entire Frontliner force.
When Rick approaches Jadis for help with covering up Michonne's escape, Jadis mentions that she's heading to the base for the first security audit before the summit.
While preparing to defend the base from 200 plus walkers, Thorne states that the summit is just a few days away and the herd overrunning the base will set the project back. Jadis later tells Rick that she's going to be headquartered at the base through the summit and beyond.
While chasing Rick and Michonne in Yellowstone National Park, Jadis tells the couple that she came alone because the upcoming summit is too important to pull people away from for the search.
