Delbert was either a part of the Alexandria Safe-Zone before or after the war. Delbert is part of Siddiq's construction crew, and is also one of the best riders in Alexandria. During the construction on a building, Rosita borrowed Delbert and half of Siddiq's men to lead a herd away from the Safe-Zone. Siddiq mentions that to Andrea that if he had Delbert and Wesley with him he'd be able to do twice what they did.
