The Emissary Suites was a hotel before the apocalypse. Just before the outbreak occurred, a group of tourists from Germany were staying at this location.
Post-Apocalypse
During the onset of the apocalypse, many of the hotel's guests and employees, including the group of German tourists, used this location as a safe-zone to survive the apocalypse. Over time, they allowed several new people to join the community, one of them being Victor Strand, who went by the alias Anton to get away from his past.
It's implied that Troy's Group had ultimately managed to save the hotel and continued residing there. While making a deal with Troy, June tells him that he can stay at the hotel and Madison's Group won't bother him there. When Troy agrees to the deal, he instructs June to bring Tracy and Strand to the hotel. Later, Madison overhear a radio broadcast by Troy who tells his people that he doesn't care how many people are by the hotel, they are to push west along the access road looking for Tracy. While confronting Troy, Frank comments that they're looking to make some room in the hotel again by killing Troy's people.
Following the Fall of PADRE, the hotel's ultimate fate is unknown, but it may have been converted into a permanent home by the remnants of Troy's Group.
