"Family" is the twenty-third episode of the eleventh season of AMC's The Walking Dead. It is the one-hundred and seventy-sixth episode of the series overall. It premiered on November 13, 2022. It was written by Kevin Deiboldt, Erik Mountain & Magali Lozano and directed by Sharat Raju.
Plot
The Alexandrians and the prisoners head back to the Commonwealth to confront Pamela Milton. A swarm approaches the city.
Synopsis
In a reclaimed Alexandria, the Coalition recover their various weapons from a large crate full of weapons confiscated by the Commonwealth. Recovering her katana and Rick's Colt Python, Judith muses about her family's fight for survival and a new beginning and the cost that comes with it. Judith recalls how she never got to know her mother Lori, how Carl dreamed of a day when they'd all live in peace, how Michonne tried to hang up her sword and how Rick was searching for mercy. Judith looks at the Coalition charter that Michonne had written before putting it in her bag along with a drawing she had made as R.J. joins her. Judith keeps thinking about something that Michonne had told her, a secret saying that Michonne had used to share with Rick that was like a good luck charm, one that is for Judith and R.J. too. Recognizing that it was one of many things that she was afraid to say out loud, Judith muses that they didn't know when they started this, that this would be the day that everything changed forever. Judith gives her little brother her hat, the same way that Carl had passed it down to her before his death.
In front of the windmill, Rosita passes the corpses of Sanborn and the Warden, grabbing an extra clip for her gun off of Sanborn's belt. Gabriel asks Tyler Davis if there's anything that he knows that can help them find the missing children and Tyler reveals that, when he was a soldier, kids without parents would end up at the Commonwealth Children's Home. However, Tyler doesn't know where it is, so he goes to get the location from the captured Commonwealth soldiers at Gabriel's request. Rosita impatiently calls for the Coalition soldiers and freed prisoners to board the Commonwealth's transport bus. Princess asks Magna if anyone actually knows how to drive a train, but Magna reassures her that one of the prisoners apparently used to be an engineer before they board the bus, with Kelly, Connie, Adrienne and Dianne amongst those joining them.
As Maggie loads the back of the bus, Negan asks how she plans to take out Pamela Milton. Negan gets that others have their own reasons for going back to the Commonwealth, but as far as he's concerned, none of them are safe as long as Pamela's still alive which he guesses that Maggie agrees with. Negan suggests that they can take out Pamela together without the help of the others, but Maggie closes the bus door and walks away, telling Negan that "we're not a we." In front of the bus, Maggie hugs Hershel and says a tearful goodbye to her son. Annie hugs Negan from behind and orders her husband to be careful. Negan states that he always is, and Annie tells Negan to come back in one piece while she holds down the fort in Alexandria and Negan promises to do so.
Nearby, Ezekiel says goodbye to Nabila, Aliyah and Gracie while Daryl promises R.J. that they will be back soon and orders him to look after Judith. However, Judith tells Daryl and Carol that she's coming too over Daryl's objections. Judith reminds her friends that this isn't the future that Carl wanted and it's not what Rick and Michonne fought for, not yet at least. What they're doing could help everyone, maybe everybody everywhere, not just them. Judith wants to be a part of making what her family believed in real. Carol recognizes that while everyone else has been focused on the present for a long time, Judith has been thinking about the future which is a good thing and something that they could all do a little more of. Daryl agrees on the condition that Judith stays right with him, and he leaves R.J. in Nabila's care while they're gone.
In the Commonwealth, Yumiko and Max sit in an empty apartment when a knock sounds at the door. Much to their surprise and relief, Mercer is on the other side with Eugene. Eugene hugs Max, explaining that he's alright thanks to Mercer. Mercer explains that he didn't tell them his plans as it was safer for everyone. Eugene notes that Mercer has joined a long line of people who have saved Eugene's life through the years, and he promises to never forget it. Yumiko asks about their next move and if it's for them to try to leave. However, Mercer orders them to lay low instead and Max and Yumiko insist that they can help. Although they lost in court, they were heard, and the people are angry. They just need to push the Commonwealth residents past the tipping point to get them rise up against Pamela's corrupt regime. Mercer acknowledges this, stating that first he needs to gather enough troops willing to make a move on Pamela, but if Yumiko and Max can keep the public fired up, it may give them enough cover to put things in place. Eugene asks how he can help, but Mercer orders Eugene to stay in the apartment out of sight. As radio calls go out looking for Mercer, Lieutenant Rose knocks on the door with the warning that they are out of time. Rose blatantly lies over the radio that he doesn't see Mercer who is currently taking a statement from a potential witness, promising to send Mercer their way as soon as he comes back. With a reminder to Eugene to stay out of sight, Mercer leaves with Yumiko and Max to "get this dog and pony show started." Once they leave, Eugene locks the door behind them.
On the railroad tracks, the Commonwealth's train smashes a walker to bits. Inside, observed by Daryl, Carol, Maggie and Judith, Rosita pours over a map of the Commonwealth with Gabriel, telling him that once they get inside, they will move the former prisoners into hiding and, as they hopefully get Mercer on their side to take out Pamela, she and Gabriel will go to get Coco back. Gabriel notices that they're going in through the lower ward and wonders why they're not going in through the Estates instead. Rosita points out that with more money, the Estates have more patrols, meaning that they don't stand out as much in the lower wards. They're going to use an access road that will allow them to hit the children's home from behind. Gabriel smiles at Rosita and promises her that they will get Coco back which is his faith in Rosita talking and Rosita is glad that Gabriel is with her.
Elsewhere on the train, Princess works on getting the train's long-range radio working with the help of Tyler who mans the antenna. Tyler notes that it's weird that the two of them are ending up in a place like this again and apologizes for his previous actions. Princess thanks him for it, but she doesn't have time for Tyler's apologies as she's trying to get in contact with the guy who can help them. As Tyler lifts the antenna through the roof, Connie, through Kelly, tells Tyler that she's happy that they finally found him. Kelly explains that they've been looking for Tyler since the night of Pamela's party. Magna sympathetically tells Tyler that society had thrown him away and he was desperate and mad, something that Magna can relate to. Tyler expresses remorse for hurting people in his efforts to get Pamela to hear him, knowing that he shouldn't have done a lot of things. Connie reassures Tyler that he can fix his mistakes and that, while Pamela might not have listened to Tyler, soon the people of the Commonwealth will.
An angry crowd gathers outside of Union Station, demanding answers from the government. In her office, Pamela is furious that Mercer has no idea how Eugene got away and Mercer simply states that Eugene clearly had help. Looking towards the window, Mercer notes that a lot of people are unhappy about the guilty verdict, leaving a large possible suspect list that will take some time to narrow down. Mercer pointedly tells Pamela that there have been reports of people going missing in the Commonwealth for awhile which they don't have many answers for, but maybe they'll get lucky this time. Pamela orders Mercer to just do his job before more people get hurt and he departs without another word. Left alone, Pamela orders Colonel Vickers to keep an eye on Mercer and to begin a door-to-door search for Eugene. If Eugene is found, he is to be shot on sight. Vickers asks if Pamela wants the army to try to disperse the crowd, but Pamela refuses, stating that they'll find some bones to throw them instead and options are in place to deal with it if things escalate. Once Vickers is gone, Pamela grabs a radio and simply orders "B17."
In the woods, a Commonwealth jeep leads a large herd, amongst them Aaron, Lydia, Elijah, Jerry, Luke and Jules, covered in walker guts. Spotting a break ahead to the right, Aaron whispers the message that it's now their chance with the others planning to make a break for the trees. However, as the group begins to make their break for it, a soldier pulls up on a motorcycle, leading a second herd in from the side that joins up with the massive herd that the jeep is leading, trapping Aaron's group amongst the walkers once more. From the other side, a third herd is brought in by another motorcycle, resulting in a massive herd of thousands of walkers having been corralled together by two Commonwealth jeeps and two motorcycles. Having completed their mission, the soldiers drive off, leaving the herd heading towards the Commonwealth itself which is just miles away.
On the train, Negan thanks Ezekiel for saving his life from the Warden and his men and asks why Ezekiel did it. Ezekiel tells Negan that dying a martyr is too easy and Negan living to make something good out of his life will keep Ezekiel from giving in to anger over Benjamin's murder by the Saviors. Ezekiel doesn't want to live out whatever time he has left in bitterness, noting that he's not even supposed to be here. "The dead came for me. And yet I smile. War came for me. And yet I smile. Cancer. Yet I smile. I try to, anyway. I try," states Ezekiel. Ezekiel asks why Negan gave the Warden his own name rather than betraying Ezekiel and Negan explains that he did it "for my wife... my kid. To leave a better story about me than the one you've been telling. That when it mattered... I did something right. And it wasn't to prove anything. It wasn't to get anything in return. Hell, it wasn't even to save my own ass. It was to save all of you. You all are better than me. And if you think I don't know that... then you haven't been paying attention." Negan leaves while Maggie, having overheard the conversation unseen, contemplates what she has just learned.
A concerned Judith tells Daryl and Carol that she hasn't heard from Michonne in a long time. While Judith had tried to reach her mother a few times, she was unsuccessful. Carol reassures Judith that there could be a lot of reasons for that and Michonne can take care of herself better than just about anyone that Carol knows. Daryl promises Judith that both Rick and Michonne would be very proud of their daughter. Judith asks if Carl would be proud of her too and Daryl nods while Carol tells Judith that she and Carl are a lot alike. Judith remembers that her brother had died saving people and she wishes that she'd had more time with Carl and that they have more time to just remember everyone that they've lost along the way. Carol promises that they will, and Daryl promises that, when this is over, he will tell Judith every story that he remembers about all of the people that loved her before pulling Judith into a hug.
In Mercer's office at the Police Department of the Commonwealth Army, Yumiko is interrogated by Mercer and Vickers about Eugene's escape. Yumiko plays along with Mercer's questions while defiantly telling Vickers that if she knew where Eugene was, she'd be with him rather than being interrogated by the two. A confused Lieutenant Rose interrupts with the news that someone named Aurora is trying to raise Mercer on the radio and he states that he will take it in his office, dismissing Yumiko and Vickers.
Mercer answers the radio and is greeted by Princess. Mercer has Princess switch to another channel based off of her old apartment number. Princess reassures Mercer that she's alright while Mercer promises her that Eugene is safe for now. To Mercer's surprise, Princess reveals that she's on a train heading back to the Commonwealth and that they're bringing back prisoners that Lance Hornsby and Pamela had made disappear. Mercer asks what they're planning to do and Princess states that they are going to change things and take Pamela down, asking if Mercer would be alright with that. Without hesitation, Mercer confirms that he's with them, telling Princess that if they can get the prisoners back to him, the prisoners will be witnesses, giving Mercer legal grounds to remove Pamela from power. As alarms go off in the police station, Princess states that the train will take them to a depot a ways out, asking if Mercer can get them in if they make their way to the city. Mercer directs Princess to an old access tunnel under the west wall that leads up into Union Station, promising to meet the Coalition forces there. Mercer tells Princess that it was good to hear her voice before cutting off contact as Vickers enters with the news that a herd is approaching from the east.
In the herd, Aaron spots an abandoned RV up ahead and directs the others towards it. Putting down a walker in the RV, Aaron, Jerry and Lydia manage to get inside, but Jules gets swept away by the herd and Luke goes after his girlfriend. Trying to enter the RV, Elijah gets caught in the herd and as Lydia desperately tries to hang on to her boyfriend's hand, she is bitten in the left arm by a walker before Aaron and Jerry pull her into the RV as Elijah gets swept away as well. As the herd continues on towards the Commonwealth, a number of walkers begin banging on the RV's door, trying to get at the survivors within.
Outside of the police station, the Commonwealth Army gears up while an announcement plays over the PA system of lockdown procedures being initiated. Max approaches her brother who explains that a herd is approaching the city and they are being sent out to divert it. Max reminds Mercer that this is exactly what Pamela did before: she used a herd as an excuse to clear the streets during a period of civil unrest. Max wonders how Pamela is doing it, but while Mercer doesn't know, it doesn't change the goal. Looking at the soldiers close by, Mercer loudly states that everyone has to report home, including Max, and they don't need to give hotheads an excuse to start trouble. Max asks if they're just supposed to wait for Mercer and his men to deal with the herd and end the lockdown. Mercer whispers to Max that his girlfriend's coming back with her friends, but cuts himself off before he can go into too many details after noticing Vickers patrolling close by. Sending Lieutenant Rose to distract Vickers, Mercer tells Max that he was supposed to go meet them himself, but if Mercer can get them in, Max and Yumiko have to go meet them in Union Station. Anton brings the news that the vehicles are ready to roll and asks if this is everyone which Mercer confirms it is for now. Hugging his sister, Mercer orders her to keep the others hidden until he gets back and drives off with his men. Staying behind, Vickers looks between Mercer and Max suspiciously.
In the RV, Lydia frantically tries to go back out into the herd to search for Elijah, unwilling to risk losing him, while Aaron and Jerry try to stop her in order to deal with her bite. Aaron finally manages to get Lydia to see reason by pointing out that if they don't act quickly, Elijah will lose her instead. Jerry promises that they will find him as soon as they can, but they have to amputate her arm first. Lydia takes a seat and Jerry makes a torniquet for her out of his belt. Aaron reminds Lydia that he lost his arm too and he made it alright and reassures Lydia that she is so loved. Aaron promises Lydia that they will get her through this before Jerry chops her arm off with his sword.
Outside of the tunnel entrance, four Commonwealth soldiers patrol while the Coalition forces hide nearby. Negan tells the others that they are sitting ducks and Mercer isn't coming and they can't wait for him. Carol agrees that it's time for a new plan, but Princess is sure that Mercer is gonna show up. Daryl states that they're running out of time and Carol decides to head around and try to find another way to slip in. Maggie suggests that they could take the four guards, but Rosita warns her that if those guards go missing, the clock is going to start ticking on them. Judith draws the others attention as one of the guards notices something and starts heading their way. However, Lieutenant Rose calls in with orders from Mercer for the guards to report to the East Gate immediately to deal with the incoming herd. Lieutenant Rose confirms that that includes Tunnel H and he reassures the soldiers that the tunnel is locked, and they've got it covered on the other end. Complying with his orders, the guards move out. Breaking the lock on the door, the group makes their way into the tunnel.
In her office, Pamela receives a report from Vickers that Mercer has only seen his sister and then reported to the wall. Although Mercer just pulled additional backup to deal with the horde, Vickers considers it to be nothing unusual. Intrigued, Pamela asks where Mercer took them from and Vickers informs her that it was from Sector 7, Processing and Tunnel H. Claiming that she's sure that Mercer has his reasons, Pamela rejects Vickers offer to recall those troops.
At the gate, Mercer studies a map and issues orders to his men outside to split up the herd and draw it away. As one of the jeeps begins leading the herd away, a variant walker grabs onto the back and climbs into the jeep, unnoticed by the soldiers inside. Mercer receives a panicked report from the other jeep that Echo team had just swerved into the horde and are out of control. As Mercer tries to figure out what happened, Theta team's report devolves into panicked cries and gunfire. Through a pair of binoculars, Mercer spots an overturned jeep amongst the still approaching herd and begins issuing orders to his men to fall back and regroup for an attack on the herd with heavy ammo to knock the hell out of it before the herd can reach the Commonwealth.
As Eugene paces the abandoned apartment, Trooper Brooks bangs on the door as part of a mandatory search on Pamela's orders. As Brooks threatens to force his way in, Eugene unlocks the door and hides behind it as Brooks enters. Ambushing the trooper, Eugene tackles Brooks to the ground, removes Brooks' helmet and bashes his head in with a flashlight, killing Brooks. As Eugene stares in shock at the man that he just killed, another trooper calls over the radio asking where Brooks is.
Lydia regains consciousness in the RV as walkers bang on the outside from all sides. Despite being weak from blood loss, Lydia insists that they have to go after the others who need their help. Aaron states that Lydia needs a doctor first while Jerry tries to reassure her that Elijah, Luke and Jules are all pros. Lydia tearfully refuses to abandon their friends, stating that they don't leave each other and the others need them. Aaron and Jerry embrace the sobbing girl and Jerry decides to go back into the herd by himself to find the others, stating that Lydia has lost enough. Ordering Aaron and Lydia to get her arm looked at, Jerry promises that they will meet up later, "I find them... I find you. Piece of cobbler. See you on the other side." Zipping up his jacket and pulling up his hood, Jerry opens the door and carefully slips back into the herd which continues to ignore him due to the walker guts covering Jerry.
The Coalition forces emerge from the tunnel in the seemingly-abandoned Union Station. Daryl quickly deduces that something isn't right, and he notices that the outer doors are all chained shut. Realizing that it's a trap, Daryl yells for everyone to get down as Pamela's private forces, situated on the station's balcony, open fire, killing Tyler and two former prisoners standing near him as everyone else dives for cover.
As Mercer gives orders to his men, Vickers arrives with some of Pamela's private forces, announcing that Mercer is under arrest for treason. As Mercer's men move to defend their general, Vickers warns that any resistance will be met with life in prison or death. Mercer orders Lieutenant Rose and his men to lower their weapons and agrees to go, but he tells Vickers that she needs to fortify the city's defenses before the herd reaches the perimeter. Vickers tells Mercer that Pamela insists that the walls will hold, but Mercer tries to warn his former subordinate that there's something strange going on outside and she has to listen to him because this is bigger than Pamela's bullshit. Mercer is led away, calling to Vickers that she has to stop the dead before it's too late.
A gunfight erupts between Pamela's forces and the Coalition with Rosita desperately trying to get the doors open. One Alexandria resident crawls towards a hiding Connie, Kelly, Magna and Dianne, but he is shot in the head and killed by one of Pamela's men before he can reach them. As the gunfight continues, Pamela herself emerges and grabs a gun from one of her men who is killed by the Coalition. Pamela takes aim at Maggie, but Judith notices and shoves Maggie out of the way just in time, saving her life. Instead, Pamela accidentally shoots Judith, seriously wounding the young girl. Daryl desperately attends to Judith as Pamela watches in horror and the others increase their fire, killing a few more of Pamela's men. Yelling that "you did this," Pamela retreats to her office. Looking for a way out, Daryl spots a fire extinguisher near Ezekiel and signals him to throw it. Grabbing Rick's Colt Python from Judith, Daryl shoots the fire extinguisher, creating a smokescreen.
In Union Square, Yumiko and Max observe the heavily guarded doors to Union Station from across the street. Hearing twigs snapping, Yumiko spots a hooded Eugene sneaking around a train car, armed with Brooks' rifle and she tells Max that they are going to go around. Inside, under cover of the smokescreen, Daryl and the others manage to break the chains sealing a side door. As a trooper approaches the doors, Eugene ambushes him and knocks the man out with the butt of his rifle. Magna finally breaks through the doors, and everyone is reunited with Eugene, Yumiko and Max before quickly making their escape.
At the wall, the herd bangs on the gate while Livits demands to know where their backup is as they need every available trooper at the East Gate immediately. Livits is shocked to see a variant walker climbing the walls and shouts a warning into his radio before shooting the climber as it reaches the top of the wall. Livits fails to notice another climber climbing the wall right behind him as he calls for backup. The climber attacks Livits and removes his helmet, biting him as they struggle. As the climber begins to devour him, Livits accidentally hits the gate controls, opening the gate and allowing the herd into the Commonwealth. The two troopers on the ground quickly retreat as a second climber joins the first in devouring Livits.
In her office, Pamela cleans her face of blood when Vickers arrives with the news that the perimeter has been breached, Section F is overrun with the undead and they've lost 15 troopers and more civilians. "The dead are in the Commonwealth, Governor," summarizes Vickers. Pamela is confused as this was only meant to be a standard lockdown while the walkers were cleared out, but Vickers reveals that the dead are climbing the walls and flooding in. As Pamela is overwhelmed by shock, Vickers suggests making a stand to stem the spread and maybe save a big portion of the city, although Vickers admits that it's a long shot. However, Pamela orders Vickers to pull all of their forces back to the Estates instead and to place additional troops at her home and secure the surrounding area. Pamela instructs Vickers to divert the herd towards the lower wards which will buy Vickers time to gather essential personnel, selfishly prioritizing saving the Commonwealth's elite and essential personnel over protecting her people as a whole. A horrified Vickers points out that that would leave thousands of people unprotected and it will be a death sentence for them, but Pamela is only interested in saving herself and a select few. Pamela orders only the Estates to be protected and for the rest of the city to be sealed off and left to the undead.
The Coalition races through the streets towards the hospital with Daryl carrying the unconscious Judith. Commonwealth vehicles drive up and block their path in multiple directions, forcing them to fall back. Carol realizes that the soldiers aren't following them as they begin to erect barricades in the streets. Loudly yelling and firing their guns in the air, Commonwealth soldiers lead the herd in their direction before closing the barricades, penning the herd and the Coalition in. Spotting a walker climbing over something, a shocked Negan asks "what the fuck?" As walkers close in from multiple directions, Luke and Jules emerge from the herd, causing Kelly to nearly shoot them before Connie stops her sister. Fleeing down a side street, Carol spots an alley near part of the herd and everyone attacks the walkers, clearing a path for Daryl to flee down the alley towards the hospital with Judith. Waking up for a moment, Judith calls out "daddy?" and witnesses her friends and loved ones struggling to hold back the herd before passing out again.

Comic Parallels
- The herd invading the Commonwealth is similar to the events of Issue 190 when a herd of a thousand or more got inside of the Commonwealth during the mounting rebellion against Pamela.
- Pamela shooting Judith is reminiscent of the ending of Issue 191, where Sebastian shoots Rick instead.

- During an ambush by Pamela, Tyler and several other people are killed while Judith is shot protecting Maggie from Pamela herself. Daryl rushes Judith to the hospital while their friends, joined by Luke and Jules, hold off the walkers.
Goofs/Errors
- A scene was re-used from "Lockdown" that showed a Hilltop woman in the Commonwealth despite being shown in Alexandria at the beginning of the episode.
- During the train station shootout, Gabriel looks into the scope of his rifle with his blind eye.
