Harlan is a member of Dave and Tony's group. He is first encountered in the woods by the hero player. Harlan offers to give the Atlanta survivors his stockpile of food in exchange for possession of Kimmie. When the hero player refuses, Harlan then demands a new car to make up for the ones Tony wrecked.

Harlan informs Nathan and the hero player that Dave, Tony, and Sean were killed, and Randall was lost. It is also revealed that Harlan is now the new leader of his camp.
