Horace Carlisle is an original character in The Walking Dead: Saints & Sinners. He is a member of the Reclaimed.
Pre-Apocalypse[]

Nothing is known about Horace's life prior to or as the outbreak began, except that he had a daughter named Violet.
Post-Apocalypse[]
New Orleans, Louisiana[]
Horace is first met by the "Tourist" (or if instructed to meet him by the mission "The Brother's Keeper") in the light blue house that the Reclaimed is using as operative base in NOLA. Horace took Anthony, a soldier of the Tower, as an hostage for being responsible of his daughter Violet death. The "Tourist" can determinately decide to kill Horace or to kill Anthony instead, signing an "alliance" with Horace and his fellow Reclaimed soldiers.
If the "Tourist" accepts to help Horace but doesn't want to kill Anthony, Horace will shoot him in cold blood.
Later, if the player character choose to attack the Tower's operative base along the Reclaimed soldiers, Horace will lead his men towards their objective, attacking their enemies and killing several one of them. Horace could also be killed by Tower soldiers during the shootout.
