Suffering from pent up frustration over having to see James and Alicia together, Timothy consciously chose not to warn James about the approaching walkers. When they grabbed James and the latter yelled for help, Timothy stepped back instead of helping him.
With Timothy failing to help him, James was devoured by walkers.
