James Lee Steagal, better known as Jim, is a character first encountered in The Walking Dead: The Fall of the Governor. He is a Woodbury soldier and described as "a rangy old farmworker from Valdosta with thinning hair and hound-dog eyes".
Nothing is known about Jim's life prior to or as the outbreak began, except that he was a farmer from Valdosta. Also, it's stated that his prostate had been acting up for a couple of years.
At some point after the outbreak began, Jim started living in Woodbury.
Jim takes part in the prison assault. He survives the first attack and retreats along with the rest of the militia. The Governor orders Raymond Hilliard to pick a small group to scout the perimeter of the prison overnight and look for any weak spots in their compound as well as suspicious movement. Jim is picked for this team along with Daniel, Eric, Gloria Pyne and Gabriel Harris.
At precisely 6:17 P.M. eastern standard time, two residents of the prison slip into the trees unnoticed by the militia while Raymond's scouting party still discuss what weapons to bring along, how much ammo, and what supplies. Ray tells Jim to leave his backpack at the camp but Jim thinks he's talking about his small stainless steel flask full of cheap whiskey. He leaves his backpack and the party travels light bringing only enough to defend themselves. Less than five hundred yards from the clearing Jim realizes he has to pee after forgetting to do so in camp but doesn't say anything at first. He excuses himself from the group for a minute and goes alone into a clearing to relieve himself.
