This Military Hospital is a location in The Walking Dead Webisodes: The Oath. While trying to find help for Paul, Karina goes to this location only to find out that it is overrun.
Pre-Apocalypse
Prior to the apocalypse, this was just a military hospital.
Post-Apocalypse
As the apocalypse began, it seems that the military tried to convert this into a safe-zone and it was able to sustain itself for some time as the unnamed man had it marked as "safe" on his map. However by the time that Karina and Paul got there, it was already overrun by the undead.
