Oscar is a character first encountered in Issue 123 of Image Comics' The Walking Dead. He is a resident of the Hilltop Colony.

Nothing is known about Oscar's life prior to or as the outbreak began.
Post-Apocalypse
All Out War - Part Two
Much is unknown about Oscar's life after the outbreak, he is seen as a well known member of the Hilltop community and a pleasant man, offering food to Maggie and Andrea as they sit at the steps of the Hilltop mansion. As The Saviors infiltrate the Hilltop's wall, he hides in the Hilltop mansion.
Whispers Into Screams
Oscar is first seen watching Maggie braking in a horse, and is asked by Maggie to take her back to the stables. Later, when Paul Monroe rides into the Hilltop Colony with an injured Darius, yelling for Carson, Oscar comes running, along with Earl Sutton, and helps Darius off the horse and takes him to Doctor Carson. When Carl appears with an injured Sophia who was beaten by the bullies, he helps Maggie carry her to the medical facility.
Oscar later informs Maggie that the Whisperers have found their way to the Hilltop and are outside the gates.
Life and Death
Oscar is among those helping in the search to find Carl and assists Maggie at her desk. He would later assist Paul Monroe in taking down Gregory's body from a tree after watching him being hanged for his attempt on Maggie's life. At the fair, he is lured away from the crowd and decapitated by Alpha where she uses his head to mark boundaries between the Whisperers and the other communities.

In order to mark a border between the land belonging to the Whisperers and the communities, Alpha disguises herself and infiltrates the fair to lure people off the fairgrounds. Afterward, she decapitates them and then places their heads on wooden pikes to mark the border, with Oscar being among them.
- Carl Grimes (Zombified)
After finding the border, his zombified head is put down by Carl.
