Patricia is a survivor of the outbreak in The Walking Dead: Saints & Sinners - Chapter 2: Retribution.

New Orleans, Louisiana[]
At some point, Patricia joins the exile trade network while living by herself in the French Quarter. Echo tells the Tourist about Patricia and how she can trade bolt cutters for the Revolution only at night (Determinant; if Tourist doesn't kill Echo, Sable or Barnes). The Tourist then meets with Patricia and is given a list of items she needs if she is going to get the bolt cutters from her. If the Tourist doesn't kill Patricia, they will give her papers from Sable telling all exiles to hide from Mama.
