The Pennsylvania National Guard was one of the oldest and largest National Guards in the United States Department of Defense. It traces its roots to 1747, when Benjamin Franklin established the Associators in Philadelphia.
Post-Apocalypse[]
Although the Pennsylvania National Guard was not directly shown in the TV series episodes, it is implied that they operated similarly to the California National Guard, and were deployed under direct order of the Governor of Pennsylvania to quell civil riots and restore order.
However, at some point after September 1, 2010, the organization defected and acted against federal forces under the command of Johnathan Beale. During the Second Civil War, the Pennsylvania National Guard attempted to defend both Philadelphia and Pittsburgh, but was unable to maintain a war on two fronts. With a massive herd incoming that the federal forces didn't detect, the Pennsylvania National Guard abandoned Pittsburg in the dead of night, leaving the city and the federal forces to fall to the undead, sacrificing countless lives with the aim of saving Philadelphia.
The Pennsylvania National Guard managed to secure portions of Philadelphia, protecting the city from Army attacks and infected hordes of undead. With the defection of U.S. Air Force Major Donald Okafor, the organization succeeded in saving the city. At least 4,000 U.S. Marines staged at Lincoln Financial Field were killed due to Donald's actions, including his own wife. Subsequently, the survivors within the Philadelphia safe-zone founded the Civic Republic of Philadelphia, while the National Guard, fully functional, merged into the newly-created Civic Republic Military.

- In one of Al's tapes in "The End of Everything", the National Guard and the army are shown fighting each other. However, it's unclear where the tape was filmed and if it was the Pennsylvania National Guard or a different state National Guard.
- The Pennsylvania National Guard is one of the few pre-apocalypse organizations still active deep into the outbreak, albeit in a completely modified and rebranded fashion as the CRM.
