Penny Blake is a survivor of the outbreak in GameMill Entertainment's The Walking Dead: Destinies. She is the daughter of Philip Blake.
Pre-Apocalypse[]

Nothing is known about Penny's life prior to or as the outbreak began, except that she had a father.
Post-Apocalypse[]
Sometime after the outbreak occurred, Penny died and reanimated. She was kept by her father inside Woodbury.

"Made to Suffer"[]
Penny is found by Michonne Hawthorne inside the Governor's apartment with a bag over her head. Michonne first mistakes her for living, but after taking the bag off, realizes that she's undead. Michonne goes to kill her, but the Governor busts in at the last second, begging her not to kill his little girl.
In-Game Decision[]
Michonne is given the choice to decide Penny's fate, by either slaying her or sparing her.
Slay Penny (Dead): If Michonne chooses to slay Penny, she's ignore the Governor's plea and stab Penny in the head.
Spare Penny (Dead): If Michonne chooses to spare Penny, she'll put her sword away, but Merle/T-Dog runs in and pushes the Governor out of the way and shoots Penny in the head.

At some point during the outbreak, Penny died and reanimated.

After finding the zombified Penny, Michonne is given the choice to either killer or spare her. If she chooses to spare her, then depending on who was handcuffed on the roof in "Guts", either T-Dog or Merle will run in and push the Governor away before shooting Penny themself.
