Nothing is known about this Savior's life prior to or as the outbreak began. It's possible he lived in or near Virginia.
This Savior is seen in Issue 98 when Dwight and the other Saviors decide to attack the Alexandria Safe-Zone. After most of the Saviors had begun to fall, one by one, Dwight ordered them to withdraw and to keep low. At the end of Issue 99, it was stated by another Savior that a few of the other Saviors have been posted at various locations outside of the Alexandria Safe-Zone. In Issue 100 he is seen with Connor and another Savior, on top of a building. He tells Connor and the other man that he wants to leave to go see Paul, that it will get him away from the two for the longest. Due to this interaction, it can be assumed that Connor and the other savior have a bad relationship with this Savior.
This Savior first reappears in Issue 117 listening to Negan talk to Holly about how she loves Rick Grimes and that Rick will be devastated by her loss. He is later seen helping Negan and a few of the other Saviors fight off the walkers surrounding the Sanctuary's entrance. Once Negan tells him to retreat back into the Sanctuary, he is seen in the background listening to Negan about how they need to kill all the walkers soon to attack the people living at Alexandria.
This Savior is seen very briefly in Issue 122, far in the background, listening to Negan about how they have to muck up their weapons with zombie blood to get Rick's group infected. It is assumed that this Savior helps with the attack on the Hilltop Colony with Negan, Mike and the other Saviors. It is unknown if he died along with a few of the other Saviors or if he survived and was at the camp with Negan and Dwight.
