Scott is a character first encountered in Issue 69 of Image Comics' The Walking Dead. He is a supply runner and a resident of the Alexandria Safe-Zone. Scott is also the best friend of Heath.
Pre-Apocalypse

Not much is known about Scott's life prior to or as the outbreak began. It is likely that he lived in Alexandria before the outbreak started, as he is selected to be one of the Safe-Zone runners for his speed and knowledge of the surrounding areas.
Post-Apocalypse
Life Among Them
Scott broke his leg during a supply run. When he and Heath jumped from a rooftop, he landed hard, awkwardly. They launched a call for help by shooting a flare from inside the city. This was witnessed by Rick Grimes' group, who were, by this time, in Aaron's company. With their combined assistance, Scott was moved back into the Safe-Zone.
Too Far Gone
While impressed that Rick and his group survived on their own for so long, he was also suspicious of them. He and Heath appear to be close friends, and Heath harbors strong feelings of guilt regarding Scott's accident. Until Scott fully healed, leader Douglas Monroe decided that Glenn will take his place as a supply runner.
However, a few days later, Scott dies peacefully from his infection, while talking to Heath, and is put down by Michonne before reanimation. Thanks to Scott's heroic nature, Alexandria has a funeral in his honor.
