Shelley Berger is an original character in The Walking Dead: Survival Instinct.
Pre-Apocalypse
Arizona
Little is known about Shelley's life prior to or as the outbreak began, except she was born in 1991. She graduated high school last summer, taking a year to work before moving to Arizona to study biology.
Post-Apocalypse
Abandoned Neighborhood
She lost her boyfriend, Tom, and her parents in the outbreak. Originally pert and easy-going, Shelley is suffering from extreme anxiety trauma brought by the horrors of the outbreak.
Daryl Dixon finds Shelley trapped inside a house in an abandoned neighborhood. After Daryl rescues her from walkers Shelley thanks him and offers to join him.
Firesign Stadium
If Shelley reaches Firesign Stadium, she and another survivor will board the last evacuation helicopter. When Daryl's brother Merle informs Daryl that the helicopter pilot has been bitten, Daryl tries to tell Shelley but the helicopter takes off, leaving Shelley's fate unknown.

Shelley along with any other survivor that may survive till the Evac in Georgia, most likely died in a helicopter crash. As Merle notices that the "Whirlybird Pilot" had been bitten, and said he was already looking like he was going to turn. The pilot might have turned mid-flight causing a crash, possibly killing Shelley and the other passengers.
