Among them, a man whose mission was to build community, and strengthen the bonds between us. A man who had to destroy the very thing that connected us in order to save us. It took us far too long to fulfill the promise of what Rick Grimes and his son Carl envisioned. The same promise, that Paul Rovia, better known to most as Jesus, believed in when he brought us together those many years ago. We’ve always been bound to each other. We always will be.

The Coalition is a confederation of survivor communities in the United States of America in AMC's Television Universe. It was established in 2020 by a network of settlements in Virginia. Its beginnings can be traced to the the 2012 Savior War when the Alexandria Safe Zone, Hilltop Colony, Kingdom, and Oceanside formed the Militia to combat the Saviors, an extortionist group located at the Sanctuary that occupied and terrorized communities in Virginia. The Militia won and formed a community network. Alexandria co-leader Michonne Grimes drafted the Multi-Community Charter of Rights and Freedoms in 2014 to form the Coalition, but the Militia disbanded following a coup that resulted in Alexandria's leader and Michonne's husband, Rick Grimes, being imprisoned by the Civic Republic Military (CRM). The communities became independent, and the Sanctuary fell, resulting in the Saviors joining the other communities or leaving entirely. Six years later, during The Fair of New Beginning, the Multi-Community Charter was signed by the community leaders: Gabriel Stokes of Alexandria, Tara Chambler of Hilltop, King Ezekiel and Queen Carol of the Kingdom, and Rachel Ward of Oceanside. This was signed in light of the the Hilltop's conflict with the Whisperers, a primitivist, territorial cult.

The Coalition later merged with the Highwaymen to combat the Whisperers in the following year. While the Kingdom fell, Hilltop was destroyed, and Alexandria was razed by the Whisperers - the Coalition was victorious by killing their leaders Alpha and Beta and destroying their herds of zombies. In the aftermath, the Coalition took in the Wardens and fought a raider group called the Reapers, in which the Coalition defeated them. Meanwhile, Eugene Porter made contact with a large, secured city in Ohio known as the Commonwealth. They made an alliance, and the Commonwealth agreed to help rebuild Alexandria. However, Hilltop and Oceanside refused to join. Due to an uprising in the Commonwealth, Deputy Director Lance Hornsby occupied Alexandria, Hilltop, and Oceanside. Despite Hornsby being taken down, Governor Pamela Milton continued to occupy the Coalition's communities until they managed to liberate themselves and secured the Commonwealth from a herd summoned by Milton to declare martial law. Milton was arrested, former Kingdom leader Ezekiel Sutton was made Governor, and the Coalition took in the Commonwealth. Shortly after, Michonne freed Rick Grimes from the CRM and informed the Civic Republic Council of their war crimes, leading to the Civic Republic of Philadelphia to reform the CRM and making an alliance with the Coalition in 2023 after Portland disbanded their alliance.

Hilltop was ultimately damaged beyond repair and relocated to the Bricks, but was occupied in 2027 by another inter-community network also from Virginia called New Babylon Federation, based in New Babylon. This forced the Bricks to sever ties with their trading partners. The following year, New Babylon conscripted community members, including the Bricks, into the New Babylon Army for the invasion of Manhattan. The goal was to seize the methane created by the Burazi using the bodies of zombies. Despite heavy causalities, New Babylon Army managed to obtain the methane.

Overview

Following the presumed death of Rick Grimes, his group, who once saw itself as an unbreakable family, became divided, cold, and distant from each other following Michonne Grimes's decision to only look out for Alexandria's well-being after a group of bandits led by an old friend betrayed her and kidnapped Judith, forcing her to kill many children. Six years later, Ezekiel attempts to bring the group and the communities back together with a fair, where each community leader would sign a charter that agrees that each of the four remaining communities will agree to trade with and aid one another, promoting the re-establishment of society, and honoring Rick's legacy.

Season 9

Content

Following Rick's presumed death, Michonne has their child, a baby boy, and after an old friend comes to Alexandria's gates seeking refuge only to betray her and kidnap Judith, Michonne is forced to kill several children and decides to only watch out for Alexandria's wellbeing, causing the group to divide even further, becoming cold and aggressive to each other. Several former Saviors integrate into Alexandria after the fall of the Sanctuary, earning their trust and place within the group, Laura, D.J. and Frankie among them. Sometime later, Maggie leaves Hilltop to travel with a group of pioneers with her son to help build up another community. Six years later, Daryl has isolated himself from the rest of the world in search of Rick, and an older Judith saves Magna's Group from a herd and invites them to Alexandria. Despite Michonne's reprehension, they are offered a home at Hilltop, proving themselves as trustworthy allies as they travel there. When Eugene and Rosita attempt to increase Alexandria's radio signal to find more signs of life, they are attacked by a strangely intelligent herd of walkers, who were "whispering" to each other. Rosita manages to escape after leaving an injured Eugene in a barn. Aaron, Jesus, and Daryl go out to find Eugene, only for Jesus to lose his life when the Whisperers reveal themselves to the group.

After escaping the Whisperers with the help of Magna's group, the survivors make their way back to Hilltop to give Jesus a proper funeral, and run into a small group of walkers. They corner them at a bridge and unmask a young girl who begs for her life. Taking her back to Hilltop as a prisoner, they question her about her people. Failing to get any information from her, Daryl lets Henry talk to her, and the two begin to form a romantic relationship. Rosita reveals she is pregnant with Siddiq's child, and later Alden and Luke are captured by Alpha, the Whisperer's leader and Lydia's mother.

Alpha drags Alden and Luke before the Hilltop's gates, demanding Lydia's return in exchange for their lives, promising no conflict so long as she is returned. During the standoff, a Whisperer abandons her baby as it was crying and attracting walkers, but Connie saves it. Lydia is successfully exchanged for Alden and Luke, and Ezekiel, Carol, and Jerry make a trip to a movie theater to obtain a projector bulb, passing by a sign with a symbol on it. Henry follows the Whisperers to get Lydia back, and Daryl and Connie go out to retrieve him. Alpha's second-in-command finds and captures Henry, though Lydia signals she is now loyal to Henry, and when Daryl and Connie infiltrate the Whisperers, Lydia and Henry leave together. Jerry and his patrol are ambushed by the Highwaymen, who steal their supplies and send Jerry back with a message, demanding a list of supplies from the Kingdom or else they will make sure no one will make it to the fair.

Ezekiel, Carol, and Jerry confront the Highwaymen's leader, Ozzy, and despite a tense standoff, Carol successfully wins over the Highwaymen's service as escorts to the fair by offering them a chance to watch a movie. Meanwhile, Daryl, Connie, Henry, and Lydia are chased by Beta and the Whisperers, and the four hold themselves up in a office building, where they face off against their pursuers, and Daryl seemingly defeats Beta in a one-on-one. As they all arrive at the Kingdon, some Whisperers spot them, and prepare to report back to Alpha.

In the Kingdom, Ezekiel addresses the crowd and declares they’ve finally accomplished Rick, Carl, and Jesus' dreams of reuniting the communities. As everyone celebrates, Daryl, Michonne, and the convoy arrive. Carol scolds Henry for running away while Michonne greets Ezekiel, who’s shocked to see her. Carol and Ezekiel marvel at how much Judith has grown while Tara spots Lydia among the group. Tara is angered that Lydia is with them and they were only supposed to bring Henry alone.

Inside the theater, Michonne convenes the leaders and tells them she’s finally ready for Alexandria to help out. Gabriel announces Alexandria is willing to grant asylum to Lydia, but Tara warns if her mother retaliates it’ll be against Hilltop. Michonne reminds her that none of them were trusted when they were first introduced to the Survivors, and Tara relents. They all agree to send some of their own to Hilltop to guard against any potential attacks from the Whisperers and Michonne decides to re-establish the charter, establishing that an attack against Hilltop counts as an attack against all of them. Ezekiel then retrieves the original charter as Tara and Michonne finally make up. They all sign the charter, and Michonne tells Gabriel he should sign for Alexandria as the head of the council.

Later that day, in the Kingdom, Alpha walks around the fair in her disguise. She observes the trading booths, paints and people celebrating. Ezekiel notices her and introduces himself. She presents herself as Deborah from Alexandria and asks him to show her around. Somehow, Alpha is able to kidnap Tara, Enid, Henry and several residents and has them be taken away to a stable in the woods.

In the stable, Alpha arrives as the kidnapped residents try to fight back and then proceeds to kill them all. However, she lets Siddiq live to warn the others and to try to divide the communities by scaring them. She then decapitates her victims and place their heads on pikes in the middle of a border, separating the Whisperer's land and the communities.

Sometime later, the Kingdom finally falls to a hard winter and its already deteriorating conditions. The Kingdommers move to the Hilltop with the help of people from the Hilltop and Alexandria. Despite a blinding and dangerous blizzard, everyone makes it to the Hilltop safely after crossing through the Whisperers' territory.

Season 10

In the time since the fair, the Coalition has organized into a fighting force training for the inevitable return of the Whisperers and their horde. Following the crash of a satellite, the Coalition is forced to cross the border again to fight a fire, provoking Alpha to change the borders again. With the Whisperers back, paranoia spreads throughout the communities, heightened in Alexandria by Dante, a Whisperer spy disguised as Alexandria's doctor. Alpha chooses to take a long game approach, sending smaller waves of walkers to attack Alexandria, crashing a tree through the Hilltop defensive walls, causing trouble near Oceanside and poisoning Alexandria's water supply. During this time, after accidentally killing Margo while defending Lydia, Negan escapes from Alexandria and joins the Whisperers.

Using a radio built with the help of a crashed satellite, Eugene makes contact with a woman calling herself Stephanie and they form a bond.

The conflict between the Coalition and the Whisperers begins to heat up when Siddiq discovers Dante is a Whisperer spy and is murdered by him. Dante is exposed and later murdered by Gabriel Stokes for his actions while Aaron attempts to turn Gamma to the Coalition's side. After Carol reveals Lydia's survival, Gamma, returning to her real name of Mary, defects to the Coalition and reveals the location of Alpha's horde while an enraged Lydia takes off. Ultimately, several members of the Coalition become trapped in the cave containing the horde. Though most escape, an explosion collapses the cave entrance, trapping Magna and Connie while taking out approximately half of the horde. Beta later infiltrates Alexandria to find Mary, killing several residents, including Laura. However, Mary is able to lure Beta away and he is forced to retreat by returning Coalition members. At the same time, Daryl and Alpha have a brutal fight that ends in a draw before Lydia rescues Daryl. Unable to kill her mother, Lydia rejects Alpha completely, causing Alpha to lose all inhibitions and declare all-out war on the Coalition. Meanwhile, Stephanie eventually sets up a rendezvous with Eugene at the Southern Train Yard.

Alpha and the Whisperers subsequently attack the Hilltop, using a plan suggested by Negan to prevent an easy retreat. Unable to call for help from the other communities in time, the Hilltoppers and Coalition soldiers stationed there are forced to hold out against a massive walker attack on their own. The Whisperers set much of the Hilltop on fire, including Barrington House, ultimately forcing the Coalition to abandon the Hilltop and flee. Many members of the Coalition are killed in the battle with Alpha deciding to add them to her horde to help replace the walkers lost in the battle. Upon later making contact with Judith again, Michonne is told that the Coalition managed to destroy most of the Whisperers' horde in the battle for the Hilltop. Magna is discovered to have survived and hidden amongst the horde, but is unsure of Connie's fate. Amongst those who lose their lives are Earl Sutton who was bitten in the battle and Mary who is killed by Beta after using herself as bait to lure a herd away from Alden, Kelly and her nephew. However, at the same time, Negan lures Alpha into a trap using Lydia and kills the Whisperer leader. Negan brings her zombified head to Carol, Negan and Carol having been working together the entire time to have Negan get close to Alpha and kill her.

The Hilltop and Eugene's radio are destroyed in a Whisperer attack, leaving him with no way to contact Stephanie again. After learning of this, Carol encourages Eugene to make his rendezvous. With the encouragement of Rosita, Eugene reveals his contact with Stephanie to his friends. Although some of the others are doubtful, Ezekiel backs Eugene up and he explains his hope to make a new ally despite the potential dangers. Yumiko suggests that Magna accompany him, but Magna likes it with the Coalition. Instead, she suggests that Yumiko go on the adventure and have a fresh start after their recent breakup. Ezekiel decides to join the group as well despite his cancer. When Jerry expresses his concerns, Ezekiel calls himself a fool willing to believe in future friends which he believes is enough for now.

On the road, Eugene, Yumiko, and Ezekiel encounters and investigates a cage holding several walkers. However, while fighting walkers nearby, Ezekiel runs into trouble due to his illness sending him into a coughing fit, but he manages to put them all down.

While camping on the road at night, Ezekiel's horse collapses and he discovers that the poor animal has been bitten. Ezekiel sadly euthanizes his horse and asks Yumiko to promise to leave him behind if he falls, calling his joining the group a mistake. Yumiko refuses, but Ezekiel believes that he might not be strong enough to make the journey. While Ezekiel is okay with that, he isn't alright with putting his friends at risk. However, Yumiko gives a speech about how they don't know what the future holds, but they are all there to find out what's possible and they need "the man that built a Kingdom in the apocalypse." With Eugene agreeing with Yumiko's words, Ezekiel's spirit is restored.

The next day, the group arrives in a Mid-Atlantic City where Ezekiel gets a much-needed laugh from the way that the undead have been arranged. There, they encounter the gun-toting Princess. As the group attempts to make their way through the city, they encounter some troubles due to Princess' antics which come out of loneliness. After Princess provides them with bikes to replace their horses, she is invited to join the group and their mission.

Following the death of Alpha, Beta takes over the Whisperers and leads them and a massive horde to destroy the remaining communities outright. Alexandria and Oceanside, the two surviving communities, are abandoned in favor of using an abandoned hospital dubbed the Tower as a refuge while Luke develops a plan to destroy the horde using a makeshift sound system that he builds from scavenged parts. However, the initial plan to lead the horde away from Oceanside is foiled when Beta locates the Tower instead and besieges it with his horde. In order to save everyone and defeat the Whisperers, Daryl leads a small group into the horde camouflaged by the walker guts trick to reach the wagon on the other side with the sound system. With covering fire from Dianne, most of the group makes it with the addition of Lydia, but lose Beatrice in the process. Blaring loud music, Daryl's group draws the Whisperers and their horde away from the Tower while Gabriel initiates an evacuation. When several Whisperers enter, Gabriel stays behind to hold them off and is saved by the surprise return of Maggie Rhee with her new friend Elijah. Though Daryl's group succeeds in leading the horde away, the Whisperers eventually attack the wagon directly, suffering heavy casualties but killing Oscar and destroying the sound system. With Beta turning the horde back towards the Tower which is now defenseless, Daryl's group infiltrates the horde and begins assassinating the Whisperers one by one. As Beta starts to go after Lydia, he is distracted by Negan and then mortally wounded by Daryl before Beta is ultimately willingly devoured by his own horde.

With all of the Whisperers dead, Lydia and Carol complete the plan to destroy the horde by using Lydia's training from Alpha to finish leading the walkers to a cliff. Lydia prevents Carol from sacrificing herself to complete the plan and the two women witness the walker horde walk over the cliff to their destruction, ending the threat of the Whisperers forever. In the aftermath, the Coalition is left able to recover their surviving communities while Connie, still alive, is found by Virgil near the abandoned Oceanside.

Eugene's group finally arrives at the Southern Train Yard. However, rather than being greeted by Stephanie, they are surrounded and captured by the Commonwealth Army. After being captured by the Commonwealth Army, Eugene's group undergoes interrogation as to their purpose. Princess manages to escape and experiences a series of hallucinations, but she ultimately changes her mind and returns. After Princess answers Tyler Davis' questions, the group has hoods placed over their heads and they are taken away.

Season 11

The defeat of the Whisperers does not solve all of the Coalition's problems, however. It is discovered that before leaving Alexandria, the Whisperers had done heavy damage to the community and destroyed its food supply. In addition, the Whisperers' horde had scared off all of the animals in the area, preventing any successful hunting. Despite this, the residents choose to stay and once again rebuild their home despite the incredible hardships that they have to face. As a solution, the residents raid Fort Connors for supplies, but only gain a very limited number of MREs.

Along with the possible dangers of starvation, a new threat quickly emerges in the form of the Reapers, a former military unit that raid and wipe out other communities for their supplies, most recently Meridian where Maggie and her people had lived. One Reaper follows Maggie and her people back to the Coalition lands and hunt them shortly after the defeat of the Whisperers, committing suicide when confronted and only telling Maggie that Pope has marked her. As a solution to both problems, Maggie suggests that the Coalition retake Meridian from the Reapers as the town has ample food and supplies. Maggie, Daryl, Gabriel, Negan, Alden, Roy, Gage, Elijah, Duncan, Cole, Agatha and Frost set out, but most of the team are quickly killed by the Reapers and herds, leaving only Maggie, Daryl, Gabriel, Negan, Alden and Elijah. After being severely wounded by a Reaper, Alden has to be left behind and Daryl is captured by the Reapers, but he manages to infiltrate their ranks thanks to his former lover Leah Shaw being a member.

In order to successfully attack Meridian, Maggie has Negan give her and the others Whisperer training and create masks for them out of walker faces. Once they have been sufficiently trained, Maggie's team leads a massive herd to Meridian and lays siege to the town. With Pope being willing to sacrifice his own people, his family, in order to win, Leah sides with Daryl briefly and she kills Pope. However, Leah blames the murder on Daryl and launches a hwacha at the herd once most of the Reapers are clear, destroying the walkers. Maggie, Daryl, Negan, Gabriel and Elijah engage in a deadly game of cat and mouse with the Reapers through Meridian, killing several before capturing Brandon Carver. Despite Elijah wanting revenge upon Brandon for the murder of his sister, Daryl instead decides to trade him for a deal with Leah where the Reapers leave Meridian and its food supplies to them and the surviving Reapers are allowed to live. With Gabriel having taken control of a sniper rifle, Leah takes the deal, but as the Reapers leave the town, Maggie attacks, killing all of the surviving Reapers aside from Leah whom Daryl allows to escape. In the aftermath, the group collects Meridian's food supply to take back to Alexandria and Maggie returns for Alden, only to find out that he has died and reanimated. Knowing that Maggie will never let go of her need for revenge upon him, Negan chooses to willingly exile himself from the group.

While Maggie's team is away, Alexandria continues to struggle with starvation and danger from herds getting in due to breaches in the community's weakened wall. In an attempt to repair the wall, Aaron leads a team back to the ruins of the Hilltop in search of blacksmithing supplies where they find and sadly put down a number of reanimated Coalition soldiers who had died during the fall of the Hilltop. A small group of surviving Whisperers led by Keith are discovered to be living in the ruins, but Keith insists that they no longer intend any harm to anyone and just want to survive. The group ultimately chooses to leave Keith and the Whisperers alone and Keith, as a gesture of their good intentions, reveals where his people had seen the still-missing Connie following her escape from Alpha's Cave. Kelly, Carol, Aaron, Magna and Rosita manage to track down Connie just as she and Virgil escape from the Ferals and return with them to Alexandria.

Following their return, Alexandria is hit by a massive storm which sets the windmill on fire and opens breaches in the wall, letting in a herd. The residents fight both the fire and the herd successfully, suffering no casualties, but by the time that Maggie's team returns with the much-needed food supplies, Alexandria is in worse shape than ever with everything that they had left in terms of food destroyed in the storm.

Meanwhile, Eugene's group taken to the Commonwealth Processing Center where auditors for the Commonwealth interrogate them each for hours. While the others want to escape, Eugene believes that the Commonwealth might be able to help Alexandria, but changes his mind when he learns that another prisoner can't remember how long he's been there due to "reprocessing."

Using Princess' astute observations of the guards' habits, Eugene's group begins to make an escape. However, Princess finds a picture of Yumiko on a wall pampered with photos. Seeing that the picture has a message from her brother looking for her, Yumiko realizes that her brother is at the Commonwealth, and she decides that she must stay.

Having convinced the rest of the group to stay, Yumiko demands that they be put through expedited processing into the Commonwealth. One by one, the rest of the group vanishes until Eugene is left alone to be interrogated with Eugene giving a version of the truth to Mercer, but not revealing the existence of the other communities.

Afterwards, Eugene is reunited with his friends, learning that they are unharmed, and that Ezekiel was even given some treatment for his cough. Mercer welcomes the group to the Commonwealth and introduces Eugene to a woman that claims to be Stephanie, in reality a Commonwealth spy named Shira.

The group is shown an introductory video about the Commonwealth and given their job and housing information. Eugene grows closer to Shira who helps him break into the Commonwealth's radio room and make brief contact with Rosita in Alexandria who reveals that the Whisperers have been defeated, but that the community is in ruins. The group is arrested and faces banishment, but Lance Hornsby intervenes to get them released, although Shira warns that they will still have to pay for their crimes.

During this time, Yumiko is able to track down Tomi, her long-lost brother who is working as a baker in the Commonwealth.

Due to her past as a lawyer, Yumiko is put to work as one in the Commonwealth, but Eugene, Ezekiel, Princess and Shira are put to work clearing buildings of walkers as punishment for their breaking the law. With Ezekiel's condition worsening, Lance arranges for him to receive treatment from a doctor, improving Ezekiel's health.

However, while rescuing Sebastian Milton from a herd, Eugene gets into an altercation with the young man, landing him in trouble as Sebastian is Governor Pamela Milton's son. Lance tells Eugene that the only way that he can get out of trouble is to reveal the name and location of his community.

Shortly after the defeat of the Reapers, Eugene returns to Alexandria with Lance Hornsby and the Commonwealth Army. Lance offers the residents of Alexandria help with rebuilding their ruined town and the chance for the residents to join the Commonwealth itself. Subsequently, many of the residents move to the Commonwealth while others work on rebuilding Alexandria with the Commonwealth's help and Maggie takes others to work on rebuilding the Hilltop, albeit on her own.

Lance attempts to get Pamela Milton to agree to a trade agreement with the Coalition, seeing the communities as a chance to expand and start rebuilding the world despite them being much smaller than the Commonwealth. Pamela turns out to have been an old friend of Deanna Monroe, the original leader of Alexandria, which is the only community interested in a trade agreement. Oceanside, having renewed their mutual defense pact with the Hilltop, refuses due to Maggie's refusal to accept the deal. Although Maggie briefly considers it after talking with Pamela and Lance, she ultimately rejects the offer as she suspects that the price might be too high. However, Lance is able to convince Pamela to continue trade with Alexandria and to allow him to work on convincing the Hilltop and Oceanside to change their minds. In addition, some of the people at the Hilltop begin to abandon it in favor of living at the Commonwealth.

However, things soon begin to take a turn for the worse when a dying young man arrives at the Hilltop with a plea for help from Riverbend. Maggie, Lydia and Elijah go to help, learning that Aaron and Gabriel are amongst those in trouble with Negan, now living at Riverbend with his new wife having been the one to send the message for help. This brings the Coalition into conflict with the Commonwealth, a number of Commonwealth soldiers led by Toby Carlson attacking Riverbend in search of a missing weapons shipment. The Coalition members aid the survivors of Riverbend against the Commonwealth, killing Toby and all of his men, but putting the alliance in danger. Lance quickly deduces Maggie's help to the now-missing Riverbend residents, but he is forced to leave following a failed inspection of the Hilltop for his missing weapons and the Riverbend survivors.

Shortly thereafter, Lance moves to eliminate anyone who isn't an ally in order to seize power for himself, setting up Daryl, Gabriel and Aaron to be killed and hiring Leah Shaw to assassinate Maggie. Daryl, Gabriel and Aaron manage to eliminate their attackers while Maggie, Lydia, Elijiah and Marco set up an explosive trap for the Commonwealth at the Hilltop, killing three of their soldiers, but severely damaging Barrington House in the process. Marco is killed by Leah who is able to capture Maggie and take her to her old cabin in order to exact revenge upon her. However, Daryl tracks them down and he kills Leah, eliminating the last of the Reapers and saving Maggie's life. Daryl attempts to kill Lance when he approaches the cabin, but his shot only succeeds in grazing Lance's face while Maggie and Daryl escape. Enraged, Lance decides to seize it all for himself.

Subsequently, Lance and his men take over Alexandria, the Hilltop and Oceanside while Maggie, Daryl, Aaron, Gabriel, Elijah, Lydia, Hershel, and the Riverbend survivors are forced on the run. Lance flips a coin to determine whether or not he will slaughter Oceanside's residents, but it is unknown if he massacres them all or not. Only Luke and Jules, who were away on a scavenging mission when the takeover began, manage to escape.

Realizing that the Commonwealth has never seen Negan, Daryl sends him inside to warn their friends while he and the others continue the fight against Lance, killing several of his men and entering into a standoff. In the Commonwealth, Negan manages to convince General Michael Mercer to let him in. Roman Calhoun and Shira attempt to capture the group's children as leverage, but they are thwarted by Carol and Jerry.

During this time, the Coalition members residing in the Commonwealth have been working on building an uprising against the Miltons and their corrupt system of government. By revealing the number of lives that Sebastian Milton's greed had cost in an article written by Connie, they succeed in causing a riot before the approach of a herd sends everyone back inside. However, a side effect of the article is that Sebastian flees into hiding. Negan finds Carol with Jerry's help and the two locate Sebastian and bring him to Pamela. Carol offers Pamela a deal where she can pin Sebastian's crimes on Lance in exchange for the return of the Coalition's communities, the supplies needed to rebuild them and all deaths on both sides forgiven. Pamela accepts the deal and she, Mercer, Carol and Negan arrive in time to intervene in the standoff between Daryl's group and Lance's forces. Mercer orders Lance's men to stand down and, with Carol's prompting, Daryl reluctantly allows Pamela to take Lance into custody to face trial for both his and Sebastian's crimes.

Subsequently, many of the Coalition's residents prepare to return to their homes and Aaron, Jerry, Lydia, and Elijah head on a supply mission to Oceanside. However, Ezekiel chooses to stay in order to continue fighting to save the Commonwealth while Yumiko stays to protect her brother and Judith wants to help the people. Eugene and his girlfriend Max decide to publicly expose Sebastian's true views on the Commonwealth and its people by having Max trick Sebastian into telling her his true thoughts and then playing them for everyone at a Founders' Day celebration. This coincides with an imprisoned Lance having Roman and Shira murder 10 Commonwealth janitors and allow them to reanimate in order to make a point to Pamela. Although Daryl, Judith and Mercer manage to put down the walkers, in the midst of the chaos Sebastian tries to feed Max to a walker in revenge for actions. While saving Max, Eugene throws the walker onto Sebastian, and it kills him before Judith puts the walker down.

As a result of these events, Eugene is hunted by Commonwealth soldiers and eventually arrested to be put on trial for Sebastian's murder. Pamela moves against the Coalition residents before they can leave, having them rounded up and made to disappear like she has done with hundreds of other people in the past, and then blackmailing Yumiko into being the prosecutor in Eugene's show trial. However, Daryl and Carol manage to escape while Yumiko publicly proclaims Eugene's innocence and announces that she will defend him at trial. Yumiko, Max and Eugene use the trial to sow further dissent amongst the population and, after Eugene is found guilty and sentenced to execution, he is broken out by Mercer and several other soldiers who join the growing revolution against Pamela.

Following their escape, Daryl and Carol break Lance out of prison, putting down a zombified Sebastian in the process, as they know that Lance is the only one who might know where they can find their missing friends. Lance eventually reveals that they are being used as forced labor in a Commonwealth initiative to spread their influence across the continent. Once Lance tells them about a supply train that they can follow, Daryl and Carol attempt to exile Lance for his crimes before Carol kills Lance with an arrow to the neck when Lance pulls a gun on them instead. Joined by an escaped Maggie, Gabriel and Rosita, they ambush the train and rescue Connie, eventually tricking a friendly soldier over the radio into revealing that their friends are being held in the Commonwealth-occupied Alexandria which has been renamed Outpost 22 and transformed into a forced labor camp. As a result, Maggie suspects that Pamela had always intended to betray her deal with the Coalition and was never going to return Alexandria, the Hilltop and Oceanside to them.

In Alexandria, Negan teams up with a reluctant Ezekiel to build a prisoner uprising against the sadistic Warden. While at first successful, the Warden catches onto the uprising and attempts to execute Negan and his wife Annie, but Ezekiel and a number of Coalition and Commonwealth prisoners make a stand together against the Warden, convincing most of his soldiers to turn against him as well. Having snuck into Alexandria through the sewers, Daryl subdues the Warden while the others rescue the children. However, Coco is still missing along with Mariam and Adam, causing Rosita to feed the Warden to a reanimated Sanborn in revenge when he just taunts her. Tyler Davis later suggests that the missing children may be at the Commonwealth Children's Home.

With Alexandria retaken, the Coalition moves to take down Pamela with Tyler and a number of other freed prisoners joining their forces. The Coalition takes the Commonwealth's train back with Princess managing to contact Mercer who pledges himself to their cause. With the testimony of the people that the Coalition has rescued, Mercer has legal grounds on which to remove Pamela from power and he helps them sneak into the Commonwealth. However, with the situation turning against her, a suspicious Pamela has Mercer arrested for treason and a massive herd of thousands lured to the Commonwealth in order trigger another lockdown. Hiding amongst the herd is Aaron, Jerry, Lydia, Elijah, Luke and Jules who had been moving with it to avoid detection by the soldiers looking for Luke and Jules. During this time, the group gets separated and Lydia is bitten in the arm, forcing an amputation. Unbeknownst to Pamela, the herd contains a number of the climber variants that Aaron's group had first encountered on their mission to Oceanside. Due to Pamela's recklessness in using the herd as a fear tactic and then keeping her men from dealing with it, climbers are able to kill Livits and open the Commonwealth's gates, allowing the herd to overrun the Commonwealth.

Upon the Coalition's arrival at Union Station, a firefight breaks out, resulting in the deaths of several on both sides, including Tyler and badly wounding Judith. Escaping and reuniting with Eugene, Yumiko and Max, the group finds themselves facing the herd which a panicked Pamela has had diverted into the lower wards while her forces protect the Estates, sacrificing thousands of innocent people to protect the Commonwealth's elite. In the battle that follows, Luke, Jules and Adrienne are killed while Rosita is fatally bitten, although she, Eugene and Gabriel are able to rescue the missing children and Tomi saves Judith's life. Unwilling to give up on the Commonwealth, Ezekiel rallies both the Coalition and Mercer's forces to make a stand against both Pamela and the herd to save the Commonwealth. In a standoff with Pamela's forces in the Estates, Gabriel and Daryl convince Colonel Vickers to stand down and allow the people trapped outside into the Estates for safety. Pamela is arrested by Mercer for high crimes against the people of the Commonwealth and Maggie, who had been preparing to assassinate Pamela with Negan's help, instead puts down a zombified Lance, preventing Pamela from committing suicide so that she will have to face prison for her crimes, a fate worse than death for someone like Pamela.

With Pamela overthrown, the Coalition and the Commonwealth Army unite together to save the Commonwealth from destruction. Recognizing that the variant walkers are too dangerous to just lead away, the combined forces lead the herd away from the Estates long enough to rig it for destruction using massive amounts of fuel. Once the Estates are rigged to blow, the herd is lured inside, and the Estates are blown up, destroying the herd completely and saving the Commonwealth. In the aftermath, Pamela is imprisoned for her crimes while Rosita dies of her bite.

A year later, the Coalition and the Commonwealth remain merged, although the Coalition's communities retain their autonomy. Alexandria and the Hilltop have both been fully rebuilt from the damage inflicted by the Whisperers and are thriving once again while Ezekiel has been elected as the new governor of the Commonwealth and Carol has taken over Lance's old job as the Director of Operations. At Maggie's suggestion, the Coalition begins taking an interest in what else might be left in the world with Daryl undertaking a journey to find out and to try to find Rick Grimes and Michonne, following Judith's revelation that Rick is still alive and that Michonne is out searching for him.

Michonne's search for Rick eventually leads to her reuniting with him after Michonne and her friend Nat shoot down a CRM helicopter carrying Rick in retaliation for the Massacre of Nat's Group. Following Nat's death, Rick takes Michonne into the CRM which he has been unsuccessfully trying to escape from since he was taken and had recently agreed to Donald Okafor's plan to change the CRM from the inside.

Realizing that they will never both escape, Rick attempts to trick his wife into leaving by herself while Rick fakes Michonne's death with the help of a reluctant Jadis who threatens to destroy Alexandria should they both escape, keeping a dossier that will reveal its existence should anything happen to her, putting everyone that Rick and Michonne cares about in danger. However, Michonne refuses to leave without her husband, risking exposing her status as an "A" in the process.

Michonne eventually seizes her chance to escape with Rick by jumping out of a helicopter near Greenwood during a severe thunderstorm that crashes the helicopter, meaning that the CRM will believe them both to be dead. Michonne eventually succeeds in convincing Rick to return to Alexandria, and they set out in one of Greenwood's hybrid vehicles, but are tracked down by Jadis who had deduced Rick and Michonne's survival. Fighting with Jadis in Yellowstone National Park, Rick and Michonne are handicapped by the fact that Jadis' death would mean the CRM getting her dossier and learning about Alexandria. Fatally bitten by a walker during the melee, Jadis decides to die as Anne, the artist who had once been a resident of Alexandria and she tells the couple where to find her dossier. However, Michonne decides that she and Rick will return to the CRM where Rick is slated to receive the Echelon Briefing and learn all of the CRM's secrets. Rick and Michonne intend to destroy the dossier to protect their home and family and to help the Civic Republic stop their military's actions, certain that the city would never stand for what the CRM is doing.

Returning to Cascadia Forward Operating Base, Michonne sneaks in and destroys Anne's dossier while Rick receives the Echelon Briefing from Major General Beale. Beale reveals the truth about the CRM's genocides in Omaha and the Campus Colony as well as his intention to destroy Portland the next day after the CRM evacuates selected children. Believing that humanity faces extinction within the next 14 years, the CRM then plans to declare martial law over the Civic Republic and march against any other survivor communities that they find -- many of whom the CRM already has spies inside of -- and eliminate them in order to seize the communities' resources to ensure the Civic Republic's survival. Although Beale offers to take in and spare anyone that Rick cares about, Rick instead kills Beale and he and Michonne destroys the CRM's arsenal of Chlorine Gas with a makeshift bomb, killing all of the Frontliners and the entire CRM Force Command.

In the aftermath, Rick and Michonne expose the CRM's atrocities to the Civic Republic Council who take emergency oversight of the military and begin reforming it to help other survivors as well as opening up free travel to and from the Civic Republic itself. Rick and Michonne are able to return home in a CRM helicopter as the CRM begins shipping supplies to other communities and making an alliance between the CRM and the Coalition.

Despite initial efforts to rebuild the Hilltop being met with some success, it is eventually deemed to be damaged beyond repair and the residents relocate to an old brick factory and create a new community that they call the Bricks. The Bricks remains a part of the Coalition and has close ties with the other communities as Ginny's cover story is that she is coming from Oceanside, but it comes under threat from the Croat and the Burazi who look to use Maggie to find Negan for them.

Maggie reveals that the Bricks was forced to join the New Babylon Federation who cut off all of their trading partners, presumably including the Coalition.

Preamble

ANY PERSON who would live in peace and fairness, who would find common ground, this world is yours by right. We stand together for life, not death, in this new world. Together, we make this world bigger. The future is ours as we hold onto our faith in one another with everything we have. In order to consecrate our bond, we establish this Multi-Community Charter of Rights and Freedoms.

Article 1

We survived the end of the world. We are bonded together by the fellowship of the living. Because we know what happens to the dead, we believe we have the right to live as long as we can. We believe in the same for our loved ones, and any person who cares to join us.

We share the bond of common mortality with all who would join us in peace and fairness.

Article 2

The days of fury are over. We believe every living person deserves to be treated fairly, as a person. This means no torture. No mistreatment. Solitary Confinement is prescribed as the ultimate sanction.

Article 3

The world is new again. The old ways are gone. We live with and love people who are different. We believe different things and have different backgrounds, and we celebrate that. We agree no one can be forced to change to make their neighbors comfortable. We are a community of equals.

Everyone has the right to be themselves. We did not make it this far so that any person who stands with us is looked down upon or hated for who they are, what they believe, or who they love. No one can be forced to pay tribute or worship another person, ever.

Article 4

We survived, but this is about more than survival. In the world we are consecrating, everyone has the right to think for themselves. The right to speak and be heard. There will be disagreements, but we will not allow them to become violent. We respect each other, and life, too much for that. We welcome others who join us in this belief.

It is self-evident to us that no one has a monopoly on truth or justice. We have seen what happens to those who think that way. We've seen what they do to others. There is no room for that now now. Any person who joins us must accept our belief in human dignity. We strive for unity, but accept differences.

Everyone has the right to leave and risk life on the road. But our communities reserve the right to decide who our members are. Any person of good conscience that leaves one community may petition to join another. Together, we are building a better world.

Article 5

Everyone gets due process. People are secure in their property and their persons. We own ourselves only. We know that living together means sacrifice, but these sacrifices are made knowingly and willingly and they are shared by all people of good faith. While we celebrate and cherish the rights of the individual, our general welfare comes first. Our survival brought us together to live in peace and harmony.

Article 6

Every community can decide how they want to live. We decide how to share, how to serve, how to sacrifice, but every community should be self-sustaining. No community can be forced to pay tribute. We, the living, are in a league of friendship and will strive to solve our problems as friends. Our communities belong equally to their members. Our welfare and safety are our highest priorities.

We know that our differences can be resolved through dialogue and working together and forgiveness. We welcome all who would join us in this belief. If a general council is called, every community will send a representative to meet in a place to be determined. Each representative gets one vote.

Article 7

Beyond humanity and life itself, we share a common bond. We are infected with a virus that robs death of its dignity. We've seen what it does to loved ones, to friends, to family. We do not wish to join the ranks of the walking dead, but we know that one day we will unless corrective action is taken.

Once our lives have run their course, everyone has the inalienable right to be ended before turning. Whenever possible without the risk to life or limb, whoever can will end any newly deceased person who has lived among us to spare them this fate.

Article 8

Bound by a common trust, life, and our humanity, we are making the world new again. We are making the world bigger by collaborating and cooperating. We are helping one another and defending one another so that we can be safe. But this charter is not a suicide pact. No community can be forced to sacrifice supplies or people needed for self-preservation to save another. War will never be declared without joint agreement of all. Each community may opt-out if they are so able.

If war comes, or some other emergency threatens our joint or individual survival as communities, the above rights and freedoms can be suspended by a community's elected or appointed leadership until the danger has passed. This determination rests with the leadership whose sacred trust is the lives and welfare of us all.

Created under the unanimous agreement of all the communities in this new world, with hope for our future and confidence that together we are stronger. Together, we survive and together we thrive. We construct this binding peace not just for ourselves but for future generations who have a right to this world. Under one common accord, we sign our names below:

Trivia

  • As shown by the charter in "Bounty", the Sanctuary and the Saviors were originally meant to be a part of the Coalition. However, the Sanctuary fell since the charter was written and the Saviors disbanded with at least most joining the other communities or becoming a part of Jed's group and others going off on their own.
  • Despite the Bricks being connected to the other communities, they did not appear to come to their aid or Maggie at least didn't seem to seek it out when the Croat raided the Bricks and promised to come back in a month for more.
    • This is likely because the other communities are simply too far away now to be of effective assistance in time.
    • The revelation that Maggie had lied about why the Croat had kidnapped Hershel indicates that she saw giving Negan up as her only option, instead of seeking out the Coalitions help.
