Hard to say because I didn't read the comics, just plot summaries of the issues and volumes. From what I gathered though, Carl didn't kill anyone of significance in the Saviors during that moment, just whoever happened to be close to him. I don't think they set Simon up to die like that, given that he just settled a little more into his role as the secondary antagonist with this most recent episode. Negan seems to actually care for Simon, so if they are going to follow the comics for the most part, then I don't think Negan would be as nice as he was to Rick during their scuffle when Rick goes looking for Carl. Rick flat out punches and kicks Negan, and Negan simply fends him off and gives Carl back, saying look how reasonable I can be. Dont think he'll be as "reasonable" if he knows Simon is dead.
They could be setting it up so Carl kills Simon in season 8, but we'll have to wait and see. They might keep Simon for a while, but Carl killing him makes sense to me. Because Simon obviously hates Carl, for the Saviors he's killed, and possibly Negan's admiration of him. And Carl hates him, cos well, Carl's probably annoyed at every time he flicks his hat, or is snide to him, in addition to him being a Savior. So we'll have to wait and see.
Carl might, kinda hoping Michonne kills somebody important, her character has been benched alot this last season or two.
I thought he would've been the one to do it, but after last night's episode, we might have to re-evaluate what we're thinking.
Sad thing that Carl will die.
