The Reason She's so low is because she wasn't that hated,only haters she got were (and not all) Beth fans
Why Should she be respected?:
Well,lets start from the fact she's saving people and give them fresh beds and food and when they get hurt there's a Doctor to help,and the only thing making her Hospital look bad is GORMAN,that stupid idiot no one in her group cares about because he's nothing,and he died a nothing. but she had HUMANITY,so what if she beated Beth,the character that said there's no hope people will survive that later made sure to be there when Tyreese is seeing the people he CARED about that died,and all she tells him is that he can die...Yes,NO Joke
But in the end,the only bad thing she did was asking for Noah back...
Also Rick is stupid he turned down an offer to stay at a GODDAMN WORKING HOSPITAL WITH FOOD!,but hey who cares right?
Number 5: Joe[]
Same as dawn not so many hate him.to be honest for an Also Starring villain that is not a series Regular,he was pretty good

well because he managed to keep a group of dumbasses alive by a few simple freakin rules

Still,for a villain,my respect goes to him,he made a stupid minor unnamed guy from the comics to a great character,Kudus
Number 4: Philip Blake[]
Lets face it,he is hated because he killed Hershel
Why Should I Respect this guy? WHY?
They made a psycho mexican who rapes and murders Newcomers that got trolled for being stupid to a Greatly Developed character,they made him something,it was worth it,he had cool lines,he had Milton and a great Actor
And Hershel went out smiling,he complished his Goal,Rick's Humanity,plus it's funny how the group reacted to Hershel dying

Number 3: Shane Walsh[]
Jeez,so he killed Otis,lost his mind,tried to kill rick,and saved the group from a possible attack from Randall's stupid group and cared for Carl when rick cared more to release Randall as Carl felt like he murdered a person (he caused it tho)
well,That's all I Have for Shane,He was a bad friend,but looking back,rick was an idiot in Better Angels,Carl was scarred of guns,and shane cared,he went to rick and rick didn't care much,I Respect Shane,and I Love his DEVELOPEMENT
Number 2: Gabriel Stokes[]
Many People Hate gabe because he didn't like the group as they killed the Hunters from Terminus

Okay shut up now,He's one of the best adaptions from the comics to TV,that means something people,he's worth it
Number 1: Pete Anderson[]
He's Number 1 for a reason,because he's not that bad,no one bothers with him,they're just...Abusive Husband,Hate him!
Corey Brill is amazing,and a great adaption,and as the Peter Anderson of the comics is a stupid brat with no good,Corey Brill made him worth it,all scenes,worth it
And if anyone gets hurt and dies from injury because no one could save him,It's all Carol's fault,because Yes let's taunt the surgeon that can help everybody,because I Was abused by an incest douche and he was killed for being an idiot,but tjis guy? let's make him snap killing another important part of the Community (Reg)
