Webb (first name unknown) is a survivor of the outbreak and later an antagonist in AMC's The Walking Dead: World Beyond. He is a former worker at Civic Republic Cull Facility 1 and later a cadet in the CRM itself.

"Foothold"
Dennis gathers his work crew — Webb, Tiga, and Grady — and announces that Silas will be joining them. Later, Webb tells Silas that Dennis is delivering an empty to the research facility.
"Family Is a Four Letter Word"
Webb, Grady and Tiga catch Silas sneaking out to find his friends. As a punishment, the group abducts him and takes Silas to the Parade where Webb cuts Silas loose, provides him with a baseball bat and orders him to "swing at anything that moves" before locking Silas in.
A few minutes later, the three enter the Parade and are impressed to find out that Silas has taken down nine or ten empties by himself in under two minutes which Tiga states almost broke Webb's record. Webb contests this, stating that he'd gotten "a full baker's dozen" his first time. Webb explains to a confused Silas that the Parade is their training facility where they practice and keep sharp with Grady adding that it's a Dine or Dash where the empties dine or the workers dash, at least theoretically since the empties have no working mouths or teeth. Tiga admits that they made it themsevles, but Dennis knows about it. The three explain that they want out of the culling facility in a different way: they put in their time, do well and Dennis tells his superiors and then they might offically get bumped up into CRM training so they made the Parade to help them prepare. Webb admits that they were about to jump in and help before they saw how well Silas did on his own, impressing Webb. Webb promises that if Silas promises to have their backs, they will have his. Silas drops his bat and leaves without another word.
Dennis later tells Silas that Webb has just been accepted into basic training with the CRM and that he will depart the next day.
"Death and the Dead"
As Silas makes his way through the research facility, he encounters Webb, much to the surprise of them both, before Webb draws his gun on Silas and demands to know what he's doing there. Silas puts down his kill stick and asks Webb what's going on. Webb explains that the CRM had pulled all of the soldiers to the gates to fight the herd and, needing manpower quick, brought in some of the cadets like Webb to help. Webb realizes that Silas and the friends that he was trying to find are the insurgents that they're fighting. Upset, Webb tells Silas that he has orders to shoot on sight, but Silas tries to explain that he's there to collect antibiotics for the critically wounded Dennis and then going straight back to the outpost but Webb accuses him of lying and refuses to let him go even if it means that Dennis will die. Webb apologizes, saying that he has orders, but before he can shoot Silas, Elton hits Webb in back of the head, knocking him out. As Silas stares at him in surprise, Elton asks who Webb was before quickly dismissing it as unimportant, stating that Webb will be unconscious for awhile and that he's found the medical supply room.
A few minutes later, as Silas and Elton gather medical supplies, Webb angrily bangs on the door, demanding to be let in and threatening that Silas is dead. Webb's banging and shouting draws the attention of empties who break into the hallway through the window. Webb opens fire on them, but he is quickly overwhelmed and devoured with a pool of his blood spreading under the door.

As a distraction, Silas and Elton lead a massive herd to the Civic Republic Research Facility. While trying to stop them from stealing from the medical supply room, Webb is attacked and devoured by the herd who are drawn to Webb by his shouting and banging.
