The library was presumably used by the general public of downtown Los Angeles prior to the outbreak.
The library was taken over by squatters and survivors who had refused to evacuate after the National Guard entered Los Angeles. By day 9 of the military occupation, most if not all of the survivors inside the library had turned, having died from unknown causes. A squad of soldiers tried to clear out the library, but became trapped. Their calls for help over the radio are heard by Lieutenant Moyers and his squad, who had been transporting Travis Manawa to the nearby military compound to speak with Dr. Exner. The squad arrives at the library, which is on fire. Moyers and his men enter the library, and Travis hears the chaos happening inside on the radio. Eventually, only three soldiers, Castro, Cole, and Richards make it out alive. They throw grenades back into the library as they retreat.
